    PRIDE OF THE PUBLIC SECTOR: DVLA CEO Julius N. Kotey adjudged 2nd Best CEO for 2025

    Julius Neequaye Kotey, the Chief Executive Officer of the Driver and Vehicle Licensing Authority (DVLA), has added a major accolade to his growing list of honors after being ranked the 2nd Best CEO for 2025 by FAKS Investigative Services.

    The annual performance assessment, which surveyed thousands of respondents across Ghana, recognized Mr. Kotey for his transformative leadership, particularly in modernizing the DVLA through aggressive digitization and enhanced customer service.

    A Legacy of Reform

    Since assuming the leadership of the DVLA, Mr. Kotey has overseen a period of unprecedented operational growth. Under his tenure in 2025, the Authority recorded a 39% increase in revenue and successfully cleared a backlog of over 440,000 driver’s licenses.

    One of his most notable achievements is the piloting of the 24-hour service model at the Adenta office a first for any licensing authority in the region which has been hailed as a blueprint for public sector efficiency.

    “This recognition is a reflection of the collective hard work, dedication, and vision of my entire team,” Mr. Kotey stated upon receiving the news. “To those who have supported, inspired, and motivated me and to those who kept me in their prayers this milestone belongs to you as much as it does to me.”

    Collective Excellence

    Mr. Kotey’s ranking as the runner-up in the FAKS 2025 survey follows closely behind GoldBod CEO Sammy Gyamfi, who took the top spot. The FAKS report is widely regarded as a credible barometer of public official performance, assessing leaders on transparency, innovation, and impact.

    In his acceptance remarks, the DVLA boss emphasized that the award is a “win for service excellence,” noting that the institution’s advancement stems from a shared goal of improving the lives of Ghanaian citizens.

    Looking Ahead

    The award comes at a time when the DVLA is preparing for several major 2026 initiatives, including:

    ● Digital Number Plates: The nationwide rollout of secure, tech-driven vehicle plates.

    ● The Demerit System: A new point-based system to enhance road safety and penalize reckless driving.

    ● Expanded Outreach: The establishment of 30 new offices to eliminate “middlemen” and bring services closer to rural communities.

    As Mr. Kotey continues to steer the DVLA toward becoming a world-class institution, this latest recognition from FAKS Investigative Services cements his status as one of Ghana’s most influential and results-oriented corporate leaders.
